To qualify for admission, applicants must meet all of the following requirements. Admission is selective and meeting these minimum requirements does not guarantee admission. 1. General Admission Requirements of the University Applicants seeking admission to a master's degree program should have obtained a bachelor’s degree from a recognized institution, or an approved equivalent qualification. 2. English Language Admission Requirements Applicants have to fulfill English Language requirements with one of the following proficiency attainments: TOEFL iBT: 80 (for tests taken prior to 21 January 2026) * 4.5 (for tests taken from 21 January 2026 onwards) * TOEFL pBT: 550 TOEFL Revised paper-delivered test: 60 (total scores for Reading, Listening and Writing sections) IELTS (Academic Module): Overall score: 6.5 and All sub-score: 5.5 * * Refers to scores in one single attempt only. Test at home option is not accepted. Applicants are not required to present TOEFL or IELTS score if their first language is English, or they obtained the bachelor's degree (or equivalent) from an institution where the medium of instruction was English. 3. Public policy will play an increasingly important role in unlocking the full potential of science and technology in improving the human condition and achieving the Sustainable Development Goals. The Master of Public Policy (MPP) Program is an interdisciplinary program that equips students with knowledge of the full impact of science and technology innovations, and professional skills in the formulation and implementation of innovative solutions to current and emerging global challenges. It provides students with complete professional training that focuses on problem-solving skills with real-world cases and examples, such as information technology and telecommunications, environment, energy, health care, transportation and finance. Designed for students with diverse educational backgrounds, including social science, science, engineering, business, and other fields of study, this two-year full-time program consists of a core curriculum, a client-based policy analysis project, and elective courses allowing students to develop their areas of specialization. The program places an emphasis on knowledge, analytic skills and management capacities that are highly transferable across sectors, issue areas and global regions. Graduates of the MPP Program may work as analysts, managers, researchers and consultants in a wide variety of organizations, including government agencies, non-profit organizations and private businesses. The training provided by the program is particularly relevant for policy professionals seeking to advance their careers in industries at the frontline of science and technology advancements, such as information technology and telecommunications, environment, energy, health care, transportation and finance. 三、学习目标（英文原文） On successful completion of the program, graduates will be able to: Adopt interdisciplinary perspectives on global policy challenges and innovative solutions. Develop and apply managerial acumen essential for future leaders in public and private sectors. 四、课程设置（英文原文） Minimum Credit Requirement 48 credits Credit Transfer Subject to the approval of the Program Director, students may apply for credit transfer or course substitution of no more than 12 credits. Core Courses 24 credits PPOL 5110 PPOL 5130 PPOL 5140 PPOL 5150 PPOL 5160 PPOL 5170 PPOL 6110 or PPOL 6980 Elective Courses 24 credits i. PPOL/IPEN Electives At least 12 credits Students can take any PPOL or IPEN postgraduate courses to meet the elective course requirement. ii. Other Electives Up to 12 credits A list of elective courses offered by other academic units at either HKUST or HKUST(GZ) in a particular year will be announced at the beginning of each intake. Professional Development Course Requirement Students are required to complete PPOL 5770. PPOL 5770 Remarks Students should take a minimum of 12 credits and up to a maximum of 15 credits of coursework per regular term. Students who are interested to spend one to two regular terms studying at HKUST(GZ) are required to submit an application in their first year of study, and priority for approval will be given in consideration of their academic performance and career plan.
